Africa Governance Centre Hails Election of Dr. Fateh Boutbig as Pan-African Parliament President

The Africa Governance Centre (AGC) has congratulated Dr. Fateh Boutbig on his election as President of the Pan-African Parliament (PAP) for the 2026–2029 term.

Dr. Boutbig, a member of the Council of the Nation of Algeria and President of the Future Front Party, previously served within the Pan-African Parliament. His election was announced on May 3, 2026.

In a statement released in Accra, the AGC described the Pan-African Parliament as a “central institution within the African Union system,” with a mandate covering legislative coordination, governance oversight, and institutional alignment across member states.

“The conduct of the elections reflects the commitment of Member States to established institutional procedures and representative governance within the African Union framework,” the Centre said.

The AGC highlighted Dr. Boutbig’s contribution to the African Political Parties Initiative (APPI), noting that his engagement in the African Political Parties Summit process helped strengthen the role of political parties in policy formation, institutional continuity, and long-term national direction.

“This work addresses a persistent gap across many African states, where the separation between political processes and governance outcomes has constrained institutional effectiveness,” the statement said.

According to the AGC, Dr. Boutbig’s election signals a “wider shift toward stronger interaction between political leadership and legislative authority” at both national and continental levels.

The Centre expressed confidence in his leadership of the Pan-African Parliament, stressing PAP’s role in supporting coordination across member states and contributing to more consistent governance approaches.

Dr. Boutbig succeeds the outgoing PAP leadership and will serve a three-year term.
