KGL Paid GHS 173m to NLA in 2025, 29 Other Operators Paid GHS 44.9m – Punch Newspaper Investigation Claims

KGL Technology Limited paid GHS 173.36 million to the National Lottery Authority (NLA) for the 2025 financial year, while 29 other licensed private lotto operators and collaborators paid a combined GHS 44.9 million, according to findings published by The Punch Newspaper_ and _Broadcastergh.com.
The investigative report, described as “Part I” of the outlet’s probe into allegations against KGL by Fourth Estate and its lead journalist Sulemana Braimah, seeks to challenge claims that KGL enjoys a monopoly at the NLA.
Managing Editor of The Punch and Broadcastergh.com_, Mr. Foster Ayisah, said the constant attacks on KGL without “proper financial data” were unprofessional and unethical. He argued that journalists upholding truth should investigate the “whole business operations, management and administration of the NLA” to identify real challenges contributing to the Authority’s revenue problems, rather than isolating one operator.
KGL vs 29 Operators: The 2025 Payment Breakdown*
According to data compiled by the investigative team and attributed to NLA records, KGL Technology Limited remitted GHS 173,360,000 in 2025.
The report lists 29 other licensed companies and the amounts they paid to NLA for 2025:

The report states the total paid by these 29 companies for 2025 was GHS 44,900,161.23, “extremely below the GHS 173.36 million that KGL alone paid.” It adds that three other named operators – SB Business Ventures, Best Chance Lottery Company, and Diblo Lottery – are yet to make payments to NLA for 2025.
“No Monopoly” Argument
The Punch investigation listed 33 private companies licensed by NLA under Act 722, including KGL, Onassis Sports Ltd, Alpha Lotto Ltd, Game Park Ltd, ENF Technology, Fortune Synergy, Afrilotto Systems Ltd, and others. The outlet noted that most have 10-15 year contracts and that thousands of Lotto Marketing Companies also work directly for NLA on a 25% commission.
“From the 33 private companies mentioned together with various Lotto Marketing Companies Associations and unlicensed private lotto operators, it is absurd for anyone to conclude that KGL is enjoying monopoly at NLA,” the report stated.
Onassis Sports, Auditor-General & Presidential Committee*
The report claims Onassis Sports Ltd, owned by Seidu Agongo and operator of NLA’s Caritas Lottery Platform since 2024, has “been struggling to honour its payments” while allegedly making “political moves” to undermine KGL.
It also says facts published by the Auditor-General and Ghana Audit Service “do NOT support the false narrative that Ghana is losing GHS 1 billion or GHS 3 billion yearly because of the NLA-KGL Contract.”
The Punch commended President John Mahama for setting up a committee to review issues at NLA and protect the NLA-KGL contract. It called for the committee to also review contracts of all NLA-licensed companies and technical service providers like Lots Services Ghana Ltd and Simnet Ghana Ltd, and renegotiate payment terms “to benefit the State more, especially NLA and GRA.”
“KGL alone cannot continue to bear the cross of making huge payments to NLA and GRA. The entire lottery industry needs serious REFORMS including amendments to Act 722 and L.I. 1948. Targeting only KGL is unwise, unprincipled and unpatriotic,” the report concluded.
