PMF and Leadgate Foundation Propose Reforms to Improve Hajj Operations in Ghana

The Patriotic Muslim Front (PMF) and Leadgate Foundation have called for urgent reforms to improve the efficiency and welfare of pilgrims in Ghana. Addressing a press conference at the International Press Centre on February 19, 2025, the organizations highlighted the need for a robust, transparent, and efficient system for managing Hajj operations in Ghana.
The Hajj pilgrimage, a sacred pillar of faith for millions of Muslims worldwide, has been marred by persistent challenges in Ghana, including regulatory and coordination issues, inefficiencies, and a lack of transparency. These issues have undermined the integrity of the pilgrimage and placed undue burdens on pilgrims.
Historically, the Hajj Board in Ghana has struggled with financial management, resulting in significant debts. From 1996 to 2001, the board accumulated a debt of over GH¢ 20 million, while from 2001 to 2008, the government provided a bailout of GH¢ 80 million. The current administration inherited a legacy debt of $5,409,526.66 from the previous Hajj managers.
To address these challenges, the Patriotic Muslim Front and Leadgate Foundation propose the establishment of an *Independent Hajj Commission* and a *Hajj Trust Fund*. The Commission will operate under the principles of accountability, transparency, and efficiency, while the Trust Fund will provide financial sustainability for Hajj operations.
The proposed reforms also aim to address historical debts and ensure transparency in Hajj operations. Successive Hajj boards have struggled with mounting debts and financial challenges, which have undermined the credibility of Hajj operations and placed an undue burden on pilgrims.
The Patriotic Muslim Front and Leadgate Foundation urge the government, religious leaders, travel operators, and the Muslim community to support these initiatives and work together to ensure their successful implementation.
