The health insurance idea designed by Busia was suggested by SSNIT to President Rawlings, but it was overlooked – Dr. Richard Anane

Former Nhyiaeso MP and Minister of Health, Dr. Richard Anane, has shared new insights into the origins of Ghana’s National Health Insurance Scheme (NHIS).

Speaking on Kessben TV, Dr. Anane revealed that the concept of a national health insurance system existed long before it was eventually implemented under President John Agyekum Kufuor.

According to him, the concept of the NHIS was designed by former Prime Minister Abrefa Busia was proposed by the Social Security and National Insurance Trust (SSNIT) during the second term of President Jerry John Rawlings, but the proposal did not receive the needed attention at the time.

Dr. Anane explained that although the concept was solid, it was not pursued, leaving Ghana to continue relying on the cash-and-carry system, which placed a heavy financial burden on citizens seeking healthcare.

He recounted that when he later discussed the idea with President Kufuor, the then-President was receptive and committed to making it a reality. Dr. Anane noted that this openness and willingness to act enabled the health insurance concept to evolve into the National Health Insurance Scheme, one of the most impactful social interventions in the country’s history.

Dr. Anane expressed pride in having played a key role in pushing the policy forward, emphasizing that the NHIS has transformed access to healthcare for millions of Ghanaians.

His revelations add a new layer to the historical narrative surrounding the scheme’s development and highlight the importance of leadership that listens and acts on transformative ideas.
