Petition To IGP Over Failure To Prosecute Nii Ashie Moore Despite AG’s Directive To Charge For Stealing

A petition has been sent to the Inspector-General of Police and the Director-General of the Criminal Investigation Department (CID), COP Faustina Agyeiwaa Kodua Yaako Donkor, demanding action over what it describes as failure to prosecute Mr. Emmanuel Nii Ashie Moore despite a directive from the Attorney-General.
The petition, written by P.K. Sarpong of Whispers from the Corridors of the Thinking Place, concerns a criminal complaint filed against Mr. Ashie Moore by a Singaporean national, Mr. Toh You Kang.
According to the petition, official correspondence from the Office of the Attorney-General and Ministry of Justice, Ref: GR/PD/161/26, dated 16th March 2026, signed by Senior State Attorney Nana Ama A. Prempeh, established sufficient evidence to support a charge of stealing against Mr. Ashie Moore pursuant to Section 124 of the Criminal Offences Act, 1960 (Act 29), after a review of case docket *R.O. No. 204/2025.
The petition further states that on 8th April 2026, the Legal/Registry Unit of the CID Headquarters forwarded the advice (Ref: CID/AR.18/2026/89} to the Assistant Commissioner of the Special Investigations Unit (SIU) for strict compliance and execution.
Summary of allegations as contained in the AG’s advice and petition:
1. The complainant, Toh You Kang, arrived in Ghana on 28th May 2025 for business discussions. It is alleged that Mr. Ashie Moore confiscated his Singaporean passport at Kotoka International Airport under the guise of facilitating VIP clearance and subsequently orchestrated his detention at the Accra Central Police Station.
2. While the complainant was in police custody, CCTV footage and records from Fiesta Residences, Cantonments, allegedly established that Mr. Ashie Moore checked the complainant out of his apartment without authorization and removed his personal belongings.
3. The missing items are listed as a Singaporean passport, USD 10,000 in cash, designer luggage (Louis Vuitton duffle bag, Bugatti luggage), credit/debit cards, four mobile phones, an iPad, vehicle and house keys, clothing and essential medication.
The petitioner says despite the unambiguous advice from the Attorney-General’s Department in March 2026 to obtain a charge statement for stealing from Mr. Ashie Moore and proceed with prosecution, there has been no visible progress in arraigning him before a court.
He is therefore asking the Police administration three questions:
1. Why has the CID not formally charged and prosecuted Mr. Ashie Moore as instructed by the AG?
2. What administrative or procedural bottlenecks have delayed compliance with the AG’s advice?
3. What steps are being taken to ensure recovery of the complainant’s stolen property and cash?
The petition concludes that the public and international business community rely on the Ghana Police Service to uphold the rule of law without fear, favour or undue delay.
The Ghana Police Service is yet to publicly respond to the petition.
