BISSA COMMUNITY INPUSIGA WARNS AGAINST ALLEGED POLITICAL INTERFERENCE, TARGETING, AND SABOTAGE OF BISSA PROFESSIONALS AND DEVELOPMENT LEADERS
“DO NOT USEPOLITICAL POWER TODESTROY THEVERY PEOPLEWHOSTOOD WITH YOU” PUSIGA, BAWKU TRADITIONAL AREA— 21AUGUST 2026 TheBissa Community in thePusiga District, through its youth, elders and concerned citizens, has taken serious note of growing allegations of political interference, victimisation and deliberate attempts to undermine certain members of the Bissa community occupying important professional and institutional positions. Weconsider the situation sufficiently serious to warrant this public statement.
For decades, the Bissa people of the Pusiga Constituency have demonstrated unwavering political confidence and support for Hon.Hajia Laadi Ayamba Ayii, particularly through the support and goodwill of Bissa chiefs, elders, opinion leaders, youth and ordinary citizens across the Bissa communities.
That history of support creates a legitimate expectation—not of preferential treatment— but of fairness, protection, solidarity and respect for the few Bissa professionals who have risen to positions of responsibility and public service.
Unfortunately, the Bissa community is increasingly concerned by allegations that the opposite is now occurring. ALLEGED TARGETING OF BISSAPROFESSIONALS Thecommunity hasreceived serious allegations concerning attempts to influence the removal of Lawyer Alhaji Shaibu Musah Gutare from his position as Procurement Officerof theGhana RevenueAuthority (GRA). Weareawarethat allegations have been madeconcerning the involvement of Hajia Laadi Ayamba Ayii, who serves on theGRABoard, in matters surrounding the removal of Lawyer Gutare. Theallegations include claims that pressure was brought to bear within the governance structures of the GRA and that opposition to certain management positions was linked to demands concerning Lawyer Gutare’s removal. These allegations are grave.
Wetherefore call upon the appropriate authorities to establish the facts through an independent and credible process, rather than allowing political influence, personal interests or internal institutional manoeuvring to determine the fate of a professional officer. If Lawyer Gutare has committed any wrongdoing, the appropriate disciplinary and legal processes should be allowed to take their course. But if he has committed no offencewarranting his removal, then no political actor-however powerful- should be permitted to manufacture circumstances designed to destroy his professional career. THECASEOFDR.HALIDUMUSAHAND GBEWAACOLLEGEOFEDUCATION
The Bissa community is equally concerned about allegations of a sustained campaign to removeDr. Halidu Musah, Principal of Gbewaa College of Education, from office. Dr. Musah is a memberof theBissa community who has, according to thecommunity’s observations, devoted significant effort to the development, visibility and institutional advancement of Gbewaa Collegeof Education. Thecommunity hasreceived allegations that individuals including Bilson Dramani Abdulai, ListowellAditwin Akolgo, Madam Appiah Mariama, Alhassan Akudugu Mbawin and Chief Martin Atiigah, among others, have participated in efforts aimed at securing his removal. Westress that these are allegations which should be properly established or disproved through credible processes.
However, what particularly concerns the Bissa community is the alleged method being employed: political manipulation, negative propaganda, calculated misinformation, petitions based on disputed claims, manufactured tensions and attempts to mobilise political influence against the Principal. If there are genuine administrative, professional or ethical concerns about Dr. Musah’s leadership, there are established institutional procedures for addressing them. Gbewaa Collegeof Education must not becomea battlefield for political vendettas.
TheCollege belongs to Ghana. Its development belongs to the people. And nopolitical interest should be allowed to sacrifice the institution’s progress for personal or factional objectives. AWARNINGTOPOLITICAL ACTORS The Bissa community wishes to makeonematterabsolutely clear:Our political support should never be interpreted as permission to undermine us. TheBissa people are not asking any politician to give preferential treatment to Bissa citizens. Weareasking only that the few Bissa sons and daughters who haveattained positions of responsibility be allowed to work, serve and develop themselves without being deliberately targeted because of political calculations. If a politician cannot support a Bissa professional, the minimum expected is to leave that professional alone to perform his or her lawful duties. Political disagreement must not become professional destruction. Personal rivalry must not become institutional victimisation. Political ambition must not become a weapon against fellow citizens. And public officemust neverbeconverted into an instrument for settling personal or political scores. OUR MESSAGETOHon.HAJIALAADI Hon.Hajia Laadi Ayamba Ayii has enjoyed the confidence and support of the Bissa community for many years. Wetherefore address her directly, respectfully and unequivocally: Donotmistakeour respect for weakness. Donotmistakeour political loyalty for political blindness. Donotmistakeour peaceful disposition for an inability to defend our interests.
TheBissa community has watched developments with patiencebecausewevalue peace, coexistence and the unity of the Pusiga Constituency. But patience must not beinterpreted as consent. Wetherefore call upon Hon.Hajia Laadi to immediately desist from any action, influence, lobbying, mobilisation or political activity intended to undermine, victimise or secure the unjustified removal of Bissa professionals or development-oriented leaders from positions they lawfully occupy. If she disagrees with any of these individuals, she has every democratic right to disagree. If she believes that an officer has violated the law or institutional regulations, she has every right to report the matter to the appropriate authorities. What shedoesnot haveis theright to usepublic or political influence to destroy people because they may constitute actual or perceived political competition.
WE WILL NOT BEINTIMIDATED TheBissa community will continue to pursue peace. But peacedoes not mean silence. Peace does not mean surrender. Peace does not mean permitting political victimisation to continue without accountability. And peacedoes not mean that an entirecommunity must remain silent whilea few of its members are allegedly targeted. Accordingly, should these alleged activities continue, the Bissa community reserves the right to pursue all lawful democratic, political, institutional, traditional, legal and publicinterest measures available to it. These may includeformal petitions to appropriate state institutions, requests for independent investigations, engagement with Parliament and relevant oversight bodies, lawful public demonstrations, traditional consultations, sustained public education, media engagement, publication of relevant evidence and other legitimate democratic actions. Thecommunity will also reserve the right to review its political relationships and support on the basis of how political actors treat the legitimate interests, dignity and welfare of the Bissa people. This is not a threat of violence. It is a declaration of democratic responsibility.
Thosewhoenjoy thesupport of a community must also beprepared to answerto that community. WECALL FOREVIDENCE,NOT PROPAGANDA Wetherefore challenge all persons involved in these matters to place facts before the appropriate institutions. If there is evidence of misconduct against Lawyer Alhaji Shaibu Musah Gutare, let the evidence be produced. If there is evidence of misconduct against Dr. Halidu Musah, let the evidence be produced. If there are legitimate grounds for disciplinary action, let the appropriate procedures be followed. But if the allegations being circulated are politically motivated, deliberately fabricated or designed to destroy the reputations and careers of individuals, then those responsibleshould be prepared to account for their actions.
TheBissa community will no longer accept the use of rumours, political manipulation, calculated misinformation or manufactured tensions as substitutes for evidence and dueprocess. OUR APPEAL TOTRADITIONAL LEADERS,YOUTHAND THEPEOPLEOF PUSIGA Wecommendtraditional leaders, youth organisations and other well-meaning citizens whohavecontinued to insist that institutional development must not be sacrificed to political interests. Weurgethem to remain vigilant. Thefuture of Gbewaa College of Education must beprotected. Theprofessional dignity of Bissa citizens must be protected. Thepeaceof thePusiga Constituency must beprotected. And thepolitical process must not be allowed to degenerate into a mechanism for destroying individuals who are perceived to have political ambitions or influence. OUR FINAL POSITION TheBissa community does not seek confrontation with Hajia Laadi Ayamba Ayii or any political actor. Weseek respect, fairness, justice and coexistence. But wewill no longer remain silent in the face of what we reasonably perceive as a developing pattern of hostility towards Bissa professionals and development-oriented Bissa leaders. Wetherefore issue this final and unequivocal appeal: Leave our professionals to work. Leave our development-oriented leaders to serve. Stop using political influence to settle personal or political scores. Do not turn the Bissa community’s historic political goodwill into an instrument for its own marginalisation. TheBissa people havesupported political leadership because they believed in democratic representation. That support is not a blank cheque. Respect the Bissa people, and you will find a peaceful, constructive and dependable community.Disrespect, undermine or deliberately target the community and its legitimate interests, and you should expect theBissa people to respond—peacefully, collectively, decisively and through every lawful democratic means available to them. Wechoosepeace. Wechoosedialogue. Wechoosedevelopment. But wealso choosedignity, justice and the protection of our people.
