NDPC Unveils 5-Dimension Results Framework to Track “Resetting Ghana Agenda” as 2025 Annual Progress Report is Launched

The National Development Planning Commission (NDPC) has launched the 2025 National Annual Progress Report (APR), with a renewed commitment to evidence-based planning through a new 5-dimension results framework under the “Resetting Ghana Agenda.”

The media engagement, held in Accra, provided an overview of key findings in the Report, highlighted Ghana’s development progress, and offered journalists an opportunity to interact with the leadership of the Commission.

Speaking after the launch, Dr. Audrey Smock Amoah joined the Chairman of NDPC Dr. Nii Moi Thompson, in describing the event as “a great event” and emphasized the Commission’s focus on accountability and results.

New Results Framework for Resetting Ghana

Dr. Smock Amoah disclosed that the NDPC is currently working on a results framework to track the “Resetting Ghana Agenda,” which centers on creating jobs, ensuring accountability, and promoting shared prosperity.

“For emphasis, let me indicate again that the framework has five dimensions, and we are developing indicators and targets along all the five dimensions,” she said.

The five dimensions are:
1. Economic
2. Social
3. Infrastructure, Human Settlement Planning, and Environment
4. Governance and Institutional Development
5. International Relations – to align with Ghana’s international commitments

She explained that the framework will include “core indicators” that all public institutions are required to report on. This, she said, will enable government to track progress both nationally and at lower levels.

“So that we’ll be able to track them nationally and then at the lower levels as well,” she added.

Collaborative Approach to Development Monitoring

Dr. Smock Amoah noted that the process is being undertaken together with all ministries, Regional Coordinating Councils, Metropolitan, Municipal and District Assemblies, civil society organizations, development partners, NGOs, and other stakeholders.

“We are doing this together with all the ministries, the RCCs, the districts, civil society organizations, our development partners, NGOs, and other stakeholders that come into play when we are discussing development,” she stated.

Media Urged to Amplify Development Story

In a call to journalists, Dr. Smock Amoah underscored the critical role of the media in translating policy into impact.

“I would also want to add, and I say this all the time: we can easily count the number of people in this room, but we cannot count how many people will be part of this program as a result of the work that you would do. Please let’s clap for the media because we trust that today’s story will be shared far and wide ” she said.

The 2025 National Annual Progress Report_ is expected to serve as the country’s main tool for assessing performance against national development targets and informing policy decisions for the year ahead.
