No Error in NPP MoU, Says PEC; Standoff Caused by Disagreement Over Clause 2

The Presidential Elections Committee (PEC) of the New Patriotic Party (NPP) has clarified that there was no error in the Memorandum of Understanding (MoU) signed by presidential aspirants ahead of the party’s January 31, 2026 presidential primary.

This clarification follows a brief standoff during the MoU signing ceremony, which sparked public speculation that the document contained mistakes.

According to information available, the PEC circulated copies of the MoU to all aspirants on Sunday, January 18, 2026, well ahead of the signing ceremony. Copies were sent directly to Hon. Kennedy Agyapong, Joojo Rocky, and Charles Bissue, while Vice President Dr. Mahamudu Bawumia also received his copy, which was shared with members of his campaign team.

Sources within the party confirm that the contents of the MoU were well known to all aspirants prior to the event.

The disagreement at the signing ceremony was triggered by Hon. Kennedy Agyapong’s refusal to sign the document unless Clause 2 was removed or amended. Clause 2 commits all aspirants to accept the outcome of the presidential primary, regardless of the results.

Clause 2 of the MoU states in part:

“We commit to accepting the results of the January 31, 2026, Presidential Primary of the Party, and we will respect the outcome, irrespective of the result. We further reiterate and pledge to accept the outcome as a valid, authentic, and binding expression of the will of the Delegates and the collective decision of the Party.”

Party sources indicate that the PEC maintained that Clause 2 is the most critical provision of the MoU and declined to alter it.

Following the incident, both the Chairman and the Secretary of the Presidential Elections Committee have publicly stated that the MoU contained no errors, dismissing claims to the contrary.

Party insiders argue that allowing individual aspirants to alter key provisions of the agreement would have undermined the entire pact, as the MoU was designed to ensure unity and acceptance of the primary results.

The PEC has challenged anyone alleging errors in the document to identify the specific sections in question, noting that the MoU is widely available.

The incident has reignited internal discussions within the party about discipline, unity, and the importance of managing internal disagreements without causing public controversy.
