NPP’s Henry Nana Boakye Fires Back at Prof. Frimpong-Boateng: “False and Baseless Claims

The National Organizer of the New Patriotic Party (NPP), Henry Nana Boakye, has responded strongly to allegations made by former Environment Minister, Prof. Kwabena Frimpong-Boateng, describing them as “false” and “baseless”.

In a statement, Boakye addressed three specific claims made by Prof. Frimpong-Boateng, providing a detailed rebuttal and accusing the former minister of providing the opposition National Democratic Congress (NDC) with campaign material.

Claim 1: Failure to Document Electoral Defeat Reasons
Boakye explained that the party had set up an Election Review Committee, chaired by Prof. Mike Oquaye, to examine the causes of the party’s electoral performance in the 2024 general elections. The committee’s report was presented to the National Council, and relevant aspects were shared with the public during the party’s “Thank You Tour”.

Claim 2: Top-Bottom Approach to Internal Elections
Boakye dismissed claims that the party had adopted a “top-bottom” approach, stating that the National Council had fixed January 31st, 2026, as the date for the presidential primaries, in line with the party’s constitution. He emphasized that the presidential primary is a standalone process, separate from party executive elections.

Claim 3: Rigging of Flagbearer Elections
Boakye called the allegation of rigging “outrageously false”, pointing out that the processes leading to the presidential primaries are being overseen by two independent bodies: the Presidential Vetting Committee and the Presidential Elections Committee.

Counterattack on Prof. Frimpong-Boateng
Boakye accused Prof. Frimpong-Boateng of providing the NDC with campaign material, particularly on the issue of illegal mining, and urged him to refrain from making further comments that could disturb the party’s internal re-organization.

“His actions as Chairman of the Inter-Ministerial Committee Against Illegal Mining, including his infamous and unsubstantiated claims about missing excavators, have contributed to our defeat,” Boakye stated.

STATEMENT BY HENRY NANA BOAKYE (NATIONAL ORGANIZER, NPP) IN RESPONSE TO PROFESSOR KWABENA FRIMPONG-BOATENG

I have read with disappointment and disbelief the recent article authored by Professor Kwabena Frimpong-Boateng, which is circulating widely on social and traditional media and purports to address internal matters of the New Patriotic Party (NPP). I hereby respond to the three main claims he makes as follows:

CLAIM ONE:
“NPP National Executives have failed to document the reasons for the Party’s 2024 electoral defeat and to make same public.”

Response: This claim is false.
Following the 2024 general elections, the Party, consistent with its long-standing tradition, set up an Election Review Committee chaired by Prof. Mike Oquaye, former Speaker of Parliament, to thoroughly examine the causes of the Party’s electoral performance and to make recommendations. After months of extensive work, the Prof Oquaye Committee duly presented its report to the National Council.

As has always been the practice, the full report was not made public. No credible political party publishes the entirety of such sensitive post-election review reports. Indeed, the NPP has never published the full reports of past committees—including the Dr. Hyman Committee and the Osafo-Maafo Committee—for strategic reasons.

That said, relevant aspects of the Oquaye Committee Report that were suitable for public dissemination were shared by the Party’s General Secretary during the Party’s “Thank You Tour.”

Additionally, the Committee recommended several reforms to the Party’s structure and organization, necessitating constitutional amendments. Consequently, the Party established a Constitution Amendment Committee, chaired by Frank Davies, to translate the recommendations into constitutional provisions. These amendments were duly adopted at the National Delegates Conference held at the University of Ghana Sports Stadium.

CLAIM TWO: “National Executives adopted a top-bottom approach for internal elections by conducting the flagbearer election first, contrary to the Party’s tradition.”

Response: This claim is false and baseless.
First, the National Executives do not have the power to determine the date for presidential primaries. The NPP Constitution, under Article 13(1)(1), is unequivocal that the National Council is the only body mandated to fix the date and venue for the election of the Party’s Presidential Candidate. Accordingly, it was the National Council—not the National Executives—that fixed January 31st, 2026 as the date for the presidential primaries.

Secondly, the position of Presidential Candidate does not form part of the Party’s organizational structure, as defined under Article 5(2). It is therefore neither at the “top” nor “bottom” of any hierarchy. The presidential primary is an independent, stand-alone process, separate from Party Executive elections at all levels.
Thus, holding the presidential primary first cannot logically be interpreted as a “top-to-bottom” approach.

In fact, the NPP remains fully committed to its historic bottom-to-top electoral tradition—beginning with Polling Station Executives and culminating in National Executives.

Finally, the decision to hold early presidential primaries was strongly influenced by the recommendations of the Frank Davies-led Constitution Amendment Committee, which reported that virtually all proposals submitted by Party members called for early primaries, given the extraordinary circumstances confronting the Party.

CLAIM THREE: “National Executives are scheming to rig the flagbearer elections for their preferred candidate.”

Response: this is outrageously false
This allegation is completely false and misleading.

The processes leading to the presidential primaries are not being handled by National Executives. They are being overseen by two independent bodies:

1. The Presidential Vetting Committee, chaired by Dr. Kwame Addo-Kufuor, and
2. The Presidential Elections Committee, chaired by Hon. Joe Osei-Owusu, former First Deputy Speaker of Parliament.

To enhance transparency and fairness, the Presidential Elections Committee has also established an Intra-Party Advisory Committee (IPAC), which holds regular consultations with all aspirants or their representatives to address concerns and streamline processes.

These structures have ensured a free, fair, and transparent roadmap toward the primaries.
Professor Frimpong-Boateng’s claim that the 2026 flagbearer election is being “managed by National Executives and supervised by the National Executive Council” is not only false but demonstrates a lack of understanding of the Party’s structure. The NPP does not have a body called the ‘National Executive Council’, and I expect every committed member of the Party to be aware of this.

Conclusion

I wish to use this opportunity to humbly appeal to Prof. Frimpong Boateng to kindly refrain from unjustifiably attacking National council and National Executives committee members of the party and describing them with unprintable words.

In fact, if every party member were to publicly outline the reasons for the NPP’s loss in the 2024 general elections, his name (Prof. Frimpong Boateng) would feature prominently as one of factors contributing to our defeat.

No individual in the NPP provided the NDC with more campaign material, particularly on the issue of galamsey, than Prof. Frimpong Boateng. His actions as Chairman of the Inter-Ministerial Committee Against Illegal Mining, including his infamous and unsubstantiated claims about missing excavators,

It is my hope and prayer that the respected professor and statesman would refrain from any further comment or conduct that would seek to disturb our  internal re-organization as party.
