Parliament should properly scrutinize report by Constitution Review Commission – Ayikoi Otto

Former Attorney-General and Minister of Justice, Lawyer Ayikoi Otto has admonished Parliament to thoroughly analyze the final report of the Constitution Review Commission’s work when it finally comes before the House.

Speaking to Citi News, after a two-day workshop organized by the Institute of Economic Affairs (IEA) in Elmina, Lawyer Ayikoi Otto said a proper examination of the recommendations will help prevent chaos.

“It will thoroughly debate in Parliament again. Those entrenched clauses cannot be easily amended, they have to even be submitted to a referendum so it’s nothing that anybody can quickly rush and do. It would have to go through amendment procedure in Parliament and those that can easily be amended by Parliament because they are not entrenched.”

He added that the entrenched clauses have to be referred for a referendum but “it should be subject to the people; we are talking about the people’s representatives in Parliament. They should all look at it. After all when the constitution was written, it was referred to a referendum so why is that when it’s going to be amended, then we do it privately except where it is a none entrenched clause.”
