Former Education Minister Dr. Yaw Osei Adutwum has explained that Ghana’s double-track education system was inspired by the year-round schooling model used in California in the United States.

Speaking on Kessben FM, Dr. Adutwum said the policy was developed as a response to challenges in accommodating growing numbers of students within existing school infrastructure.

According to him, the concept was not developed in isolation but was influenced by educational models that allow schools to operate throughout the year by organising students into different groups and schedules.

“If you don’t understand, you criticise,” Dr. Adutwum said, urging critics of the double-track system to first understand the concept and the circumstances that led to its introduction.

The double-track system was introduced in Ghana to address overcrowding and expand access to secondary education, particularly following the implementation of the Free Senior High School programme.

Dr. Adutwum maintained that understanding the background and principles behind the system is important when assessing its implementation and impact.
