Chamber of auto data engages new GPHA board chairman on port congestion and duty payment reform

The Chamber of Auto Data Ghana Ltd paid a courtesy call on the newly appointed Board Chairman of the Ghana Ports and Harbours Authority (GPHA) – Johnson Asiedu Nketiah, congratulating him on his appointment and initiating discussions on crucial policy reforms for the automotive import sector.

The five-member executive team from the Chamber, led by its Executive Secretary, Mr. George Dumenu outlined pressing challenges facing vehicle importers, particularly the high cost of port operations and duty prepayment requirements. Also in attendance was Mr. Mohammed Doku, special aide to the Board Chairman, Bright Larry Dumenu, Jennifer Xatse & Alex Tsorkplo.

The Chamber used the occasion to re-emphasize long-standing concerns within the automotive dealership community and reminded the new Board Chair of the flat rate and fixed duty rate campaign promises made by the National Democratic Congress (NDC), which had gained widespread support among stakeholders in the used vehicle industry.

It was noted that over 6,000 containers arrive daily at Ghana’s ports, and with the commencement of 24-hour port operations, container volumes are expected to increase substantially. The Chamber warned that this could exacerbate already limited container storage space, increase port congestion, and drive up costs associated with demurrage and terminal charges.

To help decongest the ports and ease financial pressure on used vehicle importers, the Chamber proposed the introduction of a post-clearance duty payment system. Under this model, outlined in a formal proposal submitted to relevant authorities, importers would be allowed to clear vehicles under bond and defer the payment of customs duties until after the vehicles are sold. The Chamber would serve as an intermediary, ensuring compliance, transparency, and traceability in collaboration with the Ghana Revenue Authority (GRA).

The new Board Chairman expressed appreciation for the Chamber’s visit and affirmed his commitment to reviewing the proposal in detail once he fully assumes his operational role.
