Greater Accra NDC: Ebenezer Arkutu unveils six-pillar plan for welfare, party development et al.

Greater Accra NDC Regional Secretary hopeful Ebenezer Arkutu has unveiled a six-point development agenda focused on strengthening party structures, supporting members’ welfare and creating economic opportunities across the region’s 34 constituencies.
The proposed agenda includes permanent party offices, a regional medical aid fund, educational support, business ventures, free legal assistance and an accessible complaints and feedback system.
Under his infrastructure plan, Mr Arkutu pledges to acquire land and begin construction of a permanent regional secretariat within 18 months. He also proposes a Constituency Infrastructure Fund and a Corporate Adopt-A-Constituency initiative to support constituencies without offices.
To improve members’ welfare, he plans to establish a Regional Health and Medical Aid Fund to assist members facing critical illnesses, surgeries and medical emergencies. The fund would draw support from voluntary contributions, participating MPs and appointees, patrons, and fundraising activities, with independent trustees overseeing its management.
His educational proposals include a scholarship desk to connect members to local and international opportunities, a Senior High School placement support desk and a tertiary admissions hub.
On economic empowerment, Mr Arkutu proposes establishing an NDC logistics and printing business, commercial agricultural ventures and an interest-free revolving microcredit scheme for party women and young people. He also envisions constituency equity participation, with profits distributed through quarterly dividends.
The manifesto further promises a Regional Legal Aid Unit to provide eligible members with free legal support, backed by a Legal Defence Fund, alongside a complaints and feedback desk accessible through a toll-free hotline, WhatsApp, an online portal and physical suggestion boxes.
Mr Arkutu’s proposals are aimed at building a stronger, more responsive and financially sustainable regional party structure. Their implementation, however, would require collaboration with party executives, elected representatives, patrons and other stakeholders.
He has rallied party members around the call, “3y3 Zu, 3y3 Za!”, urging collective commitment to building a stronger NDC in Greater Accra.

ARKUTU’S REGIONAL MANIFESTO

My dream of becoming the next Regional Secretary of the NDC Greater Accra is greatly influenced by continuous service (as a former Constituency Chairman, Ayawaso Central) and contributing to building the NDC we want together.
To this end, I present to you the NDC Greater Accra Region, particularly the delegates, my political vision and mission statement for your worthy consideration;

VISION: Transforming Greater Accra into the most powerful regional bloc in the history of the NDC Party to serve as an inspiration to others

MISSION: Administratively manage the Region (34 Constituencies) as a corporate political organization through new reforms, structures and programmes in order to deliver on individual/ collective prosperities, development and growth.

Building on the achievements and contributions of those who served before me, I seek your votes and support to promote the following initiatives when elected into office as your next Regional Secretary;

THE PERMANENT INFRASTRUCTURE AGENDA
Comrades, the National Democratic Congress (NDC) is over 34 years old. We are the party of the masses. Yet, after more than three decades, we face an unacceptable embarrassment: We do not own a permanent Regional Secretariat, and almost all our 34 Constituencies operate without a permanent party office. Rented notices, temporary operation bases, and a lack of centralized administration identity undermines our dignity and compromise our operational efficiency.
As your next Regional Secretary, together I am committed to fix this structural deficit permanently. We cannot build a resilient party on rented property. Our first and most urgent priority is establishing physical, permanent offices in the region.
The Regional Secretariat Legacy
Within 18 months in office, we will acquire land and launch the construction of a permanent, state-of- the art Regional Secretariat to serve as our strategic war room
Building or Procurement of Constituency Offices
We will establish a dedicated “Constituency Infrastructure Fund/Constituency Office Fund” financed through stakeholder fundraising, diaspora partnerships, monthly quotas to assist all 34 Constituencies in acquiring permanent office.
Also, through Corporate Adopt-A-Constituency, we will match resourceful party patrons and corporate stakeholders directly with specific constituency to sponsor the building or procurement of local party offices.

THE NDC REGIONAL HEALTH & MEDICAL AID FUND

We cannot proudly seek and attain political power while our loyal party members — who bled and sweat for our victories beg in order to access/afford critical healthcare and surgeries due to financial difficulties. We will institute “The NDC Regional Health & Medical Aid Fund” to cover critical care, surgery support and emergency medical evacuations for needy members.
The 1% Patron & Stakeholders Levy
We will secure commitments from elected MPs, appointees, patrons to pledge a small, consistent percentage of their earnings directly into the medical funds. Also, party members will be encouraged to contribute towards the same objective.
The “Health-for-All” Annual Gala
We will host an annual high-profile regional fundraising dinner and awards night dedicated entirely to financing the Medical Aid Fund.
Independent Management Trustees
To ensure fair and merit-based disbursement, the fund will be managed by a board of trustees comprising health professionals, legal minds, and respected party elders.

THE EDUCATIONAL AFFAIRS & OPPORTUNITY UNIT

We must move away from the era where party members only received academic help on an ad-hoc, individual bases — even begging for Secondary School Placement year after year.
Scholarship Placement Desk
The Unit will actively track, secure and distribute local and international scholarship slots for party members fairly to all 34 constituencies.
Secondary School Admission Support
Every year, this unit will set up a seasonal CSSPS Support Desk to assist members with school choices, resolve placement errors, facilitate admission into Senior High Schools.
Tertiary Admissions Hub
The Desk will liase with relevant stakeholders to facilitate tertiary admissions for party members seeking to pursue higher education

THE NDC SOVEREIGN WEALTH & ENTERPRISE INITIATIVE

The region must be positioned to fund its operations. We will transition from a consumer party to producer party owning commercial businesses.
The NDC Logistics & Printing Press
The region will establish a commercial printing and logistics company to handle the massive print demands of our 34 constituencies and compete for open market contracts both local and international
Agro-NDC Co-Operatives
We will acquire agricultural lands in resource-rich constituencies to set up commercial farms (cash crops, poultry, or aquaculture) to provide employment for local youth and generate revenue
The Grassroots Venture Capital Fund
A dedicated percentage of our profits will fund a rotating, interest – free micro-credit schemes for party women, youth to start small-scale businesses.
Constituency Investment Shares
Every constituency will own an equity stake in these regional businesses, with dividends paid out quarterly directly to the 34 constituency accounts.

THE NDC REGIONAL LEGAL AID UNIT

Our members politically and or privately are exposed to legal vulnerabilities — and many cannot afford the high cost of legal consultation and court room representation.
We will establish a permanent institutionalized NDC Regional Legal Aid Unit to provide comprehensive, pro-bono (free) legal services to members who cannot afford or access legal representation*.
* Structure & Operational Mandate
The Unit will operate as a fully functional legal Desk located within the Regional Secretariat, staffed by a dedicated network of NDC-aligned lawyers, jurists, and paralegals.
The Legal Defense Fund
We will allocate a portion of the revenue generated from our NDC Sovereign Wealth & Enterprise Initiative to a dedicated defense fund to cover court room filling fees, administrative charges, and transit logistics for our legal teams.

THE REGIONAL COMPLAINTS & FEEDBACK DESK

We must bridge the widening communication gap between members leadership and the grassroots. When Members, Branch and Constituency Executives feel sidelined, mistreated or ignored, they have no immediate direct formal channel to report or call for resolution. A Secretariat that does not listen is a Secretariat bound to fail. We will bridge this gap by setting up a Regional Complaints & Feedback Desk.
This will serve as a secure, transparent and responsive communication bridge, ensuring every member has a direct voice in the administration of the party.
Structure & Access Channels:
To ensure that every member can reach the Secretariat regardless of their location, or access to technology, the Desk will operate via multiple accessible channels
* The Toll-Free Grassroots Hotline
We will secure a dedicated toll-free party hotline that members from any of the 34 constituencies can call to report grievances, suggest ideas or log complaint directly with the Regional Secretariat.
* The Digital Grievance Portal & WhatsApp Lines
We will launch a secure WhatsApp business line and web form where documents can be securely submitted.
* The Physical Suggestion Box System
We will ensure that this avenue is available for the benefit of members.

Through courage and commitment, I urge us to attempt the extraordinary by daring what is unthinkable and impossible. The future is cooperation — together let us work in strengthening cooperation among us in the region.
Let us seize the opportunity to reshape the region’s future through our votes and voices.

Long Live NDC!!!
3y3 Zu, 3y3 Za!!!
God bless Ghana🇬🇭
