Lands Ministry Approves Engineers & Planners Ltd for Damang Mining Lease in Ghana

The Ministry of Lands and Natural resources has upheld the competitive tender outcome for the Damang Mining Lease, approving Engineers and Planners Ltd (E&P) as the successful tenderer. The Minister of Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah, accepted the recommendation by the Minerals Commission’s Tender Committee, citing E&P’s strong bid.
According to the Tender Committee’s report released on April 7, 2026, E&P’s bid satisfied all mandatory requirements and showcased the company’s experience, financing capabilities, and plans to extend the life of the Damang Mine beyond 10 years. “The tender documentation indicates that the Company possesses experience and knowledge relevant to the operations, infrastructure, and geology of the Damang Mine and submitted proposals for the development of same,” the report stated.
The Tender Committee concluded that “On the basis of the applicable evaluation criteria and scoring, the tender submitted by Engineers and Planners Ltd attained the highest evaluated score. In summary, the Company demonstrated the highest capability to operate the Damang mine, substantiated by their submission of the most viable tender”.
A total of four companies submitted tenders by the deadline on March 31, 2026: Vortex Resources Mining Group, Engineers and Planners Ltd, Heath Goldfields Ltd, and Maripoma Mining Services Ltd. After evaluation of mandatory requirements like valid tax clearance, SSNIT clearance, VAT clearance, and payment of a GHS100,000 application fee, only Engineers and Planners Ltd and Heath Goldfields Ltd proceeded to technical and financial evaluation. Maripoma Mining Services Ltd and Vortex Resources Mining Group were disqualified for failing to submit required documents.
Heath Goldfields Ltd failed to achieve the minimum qualifying score of 80% in technical assessment, leaving Engineers and Planners Ltd as the top bidder.
“The Ministry commends the Commission, particularly the members of the Tender Committee, for their dedication to this critical national assignment, and reiterates Government’s commitment to the Damang Mine’s continued contribution to Ghana’s economy,” said Hon. Buah in the statement.
The Minerals Commission has been directed to take all necessary regulatory steps to finalize the approval process for E&P to operate the Damang Mining Lease. The Damang Mine is expected to continue contributing to Ghana’s economy under E&P’s operation.
The government’s decision underscores its commitment to transparent and competitive processes in the mining sector, aligning with Ghana’s mining regulations (LI 2176).
