Ghana Rolls Out Guidelines for Armoured Bullion Vehicles to Enhance Security

The Minister for the Interior, Hon. Muntaka Mohammed-Mubarak, has announced the rollout of guidelines and standards for the importation, retrofitting, usage, and decommissioning of Armoured Bullion Vehicles (ABVs) in Ghana.
The guidelines aim to enhance security in the financial logistics sector and regulate the use of ABVs for cash-in-transit and bullion operations.
The move follows a series of armed attacks on cash-in-transit vehicles, resulting in loss of lives and cash.
The guidelines cover key areas, including importation requirements, operational and maintenance standards, personnel qualifications, and procedures for inspection and compliance monitoring.
Entities operating in the cash-in-transit/bullion business are required to register and acquire necessary licenses and certification from the Ministry of the Interior.
A 45-day notice period has been given for stakeholders to comply with the guidelines, effective from December 8, 2025, to January 21, 2026.
