Ghana Targets 100% Local Content in Mining Operations – Mahmud Kabore

Ghana is embarking on an ambitious plan to achieve full local content participation across its mining sector, the Public Relations Officer (PRO) of the Ministry of Lands and Natural Resources, Mahmud Kabore, has announced.

Speaking during the exclusive interview with Akua-Piesie Asare Bediako amid inauguration of the Newmont Ahafo North Gold Mine on Thursday, October 30, 2025, Mr. Kabore outlined the government’s comprehensive strategy to ensure that Ghanaians play a leading role in every aspect of mining operations—from contracting and supply to employment.

“Ghana is trying to achieve 100% content in the area of contract mining, in the area of supply, and in the area of even employment,” Mr. Kabore said.

He described the inauguration of the Newmont Ahafo North Gold Mine as “a landmark achievement in Ghana’s mining sector and a demonstration of the country’s commitment to sustainable development, responsible mining, and public-private collaboration.”

Empowering Ghanaians through Local Content

Mr. Kabore emphasized that while international partnerships bring valuable technology and investment, Ghana’s long-term strategy is to ensure that such collaborations directly empower local industries and communities.

“Ghana has been in the back seat of our mining industry for a long time, so this is the right time to move to the middle and front seat in order to maximize the benefits of minerals governance as a country,” he stated.

He added that a balanced partnership between foreign investors and local enterprises is key to creating mutual prosperity.

“When the country merges Western technology and investment with African ingenuity and our resources, it will be a win-win situation for all. The investor will get his share and Ghana will also get her share,” Mr. Kabore explained.

A New Chapter for Ghana’s Mining Sector

The Ministry of Lands and Natural Resources says this policy shift represents a significant evolution in Ghana’s approach to natural resource management. The goal is to capture greater value from the country’s mineral wealth while maintaining favorable conditions for foreign investment.

Industry analysts believe the new local content drive could unlock substantial opportunities for Ghanaian businesses, artisans, and professionals along the entire mining value chain—from exploration to mineral processing.

Ghana remains one of Africa’s top gold producers and continues to strengthen its position as a leading mining destination in West Africa. The new local content strategy, according to Mr. Kabore, will help ensure that the benefits of the mining industry are more broadly shared among Ghanaians.
