President Mahama Calls on Parliament to Enact Enabling Laws for Ghana Infrastructure Plan

President John Dramani Mahama has called on Parliament to enact the necessary laws to support the full implementation of the Ghana Infrastructure Plan (GIP), describing the move as vital for sustaining the nation’s long-term development vision.

Addressing stakeholders diring the official launch of Ghana Infrastructure Plan in Accra on Wednesday October 22, 2025, President Mahama said the legislative framework was crucial to ensuring the success and continuity of the infrastructure plan, which seeks to guide national development across sectors for decades to come.

“I therefore call on Parliament to enact the enabling laws, enforce fiscal discipline, and provide oversight to safeguard this vision,” he said.

The President described the Ghana Infrastructure Plan as “more than a policy document”, calling it “a national covenant” that demands collective commitment across political, institutional, and generational lines.

“It requires all of us — across the political divide, public institutions, civil society organizations, and generations — to dedicate ourselves to a shared vision of progress,” he emphasized.

President Mahama’s call highlights three key areas of responsibility for Parliament: enacting enabling legislation, ensuring fiscal discipline, and maintaining oversight to protect the infrastructure vision from derailment.

He also appealed for broader collaboration among ministries, the private sector, civil society, development partners, and citizens, stressing that the success of the Ghana Infrastructure Plan depends on joint ownership and accountability.

The emphasis on fiscal discipline, he said, reflects his administration’s commitment to prudent financial management and transparency in executing infrastructure projects. Parliamentary oversight, he noted, would further ensure accountability and continuity beyond political cycles.

The Ghana Infrastructure Plan serves as a comprehensive roadmap for national development, outlining long-term investment strategies in roads, energy, housing, water, sanitation, and digital infrastructure — all aimed at driving sustainable economic growth and social progress.
