Kwabena Adu Boahene Was Appointed a Staff of the National Signals Bureau in 2007 and Became a Director in 2017 – Says AG, Dr. Dominic Ayine

The Attorney-General and Minister for Justice, Dr. Dominic Ayine, says Kwabena Adu Boahene, the former Director-General of the National Signals Bureau (NSB), joined the Bureau in 2007 as a staff and was subsequently appointed as its Director in 2017.

Dr. Ayine made these comments on Monday, July 28, 2025, at the Government Accountability Series held at the Presidency, while responding to a question regarding the property acquisitions linked to the family of Kwabena Adu-Boahene. Lawyers for Adu-Boahene have argued that there is no connection between the funds in question and the properties, stating that many of the listed properties are not owned by the family, and those they do own were mostly acquired before 2017—prior to Adu-Boahene’s appointment as head of the BNC and before the 2020 transaction under scrutiny.

While asked if the Attorney-General still believed Adu Boahene misappropriated funds, particularly in light of Israeli confirmation that the cyber defense equipment was indeed delivered, Dr. Ayine declined to delve into details but maintained the government’s confidence in its evidence.

“The Republic vs. Kwabena Adu-Boahene and Others matter is currently before a court of law. I do not want to rehash our case in the media by rebutting some of the arguments counsel has been making. We have filed the case, and we have evidence on record regarding the dates of purchase of the properties, supported by receipts from the real estate companies. We also have the construction dates for the Oyarifa Estate and the one at Asokore Mampong. So, we have everything we need.”

He further stated, “So if counsel comes out to say that the properties were constructed or purchased prior to his appointment as Director-General of the NIB, then he (counsel) should provide the countervailing evidence. Adu-Boahene was appointed in 2007 as a staff member of the National Signals Bureau (NSB). It was in 2017 that he became the Director of the Bureau. So, is counsel suggesting that these properties were bought before 2007 or before 2017? I’m not going to rehash our arguments in the media.”
