Kwabena Agyepong Proposes Major Electoral Reforms To NPP Constitution

Former General Secretary of the New Patriotic Party (NPP), Mr. Kwabena Agyei Agyepong, has submitted a set of bold constitutional reform proposals aimed at deepening inclusivity and strengthening internal democracy within the party.

Speaking at the second quarter meeting of the NPP National Executive Committee held at the Alisa Hotel on April 16, 2025, Mr. Agyepong outlined three key proposals that he believes will position the party on a stronger, more democratic footing ahead of future elections.

1. Formation of Constituency Caucuses

The first proposal calls for the establishment of caucuses in each of the 276 constituencies.

These caucuses would include all current and former party office holders, such as Members of Parliament, Metropolitan/Municipal/District Chief Executives (MMDCEs), constituency executives, electoral area coordinators, polling station executives, patrons, and elders.

“This limited enlargement of the electoral college will ensure broader consultation and grassroots representation in key decision-making processes,” Mr. Agyepong stated.

2. Reordering Presidential Primaries

To ease internal tensions and streamline the party’s electoral processes, Mr. Agyepong proposed that presidential primaries be held first. This adjustment, he argued, would require amending the electoral college but would offer a more logical and less contentious timeline.

“This approach is consistent with Article 13(1) of the current NPP Constitution,” he noted, emphasizing the need for a process that reduces factional friction.

3. Removal of Article 13(9)

The final proposal seeks the complete removal of Article 13(9), which mandates the formation of a special electoral college to shortlist presidential aspirants to five. Mr. Agyepong criticized this provision as undemocratic and vulnerable to manipulation.

“With fewer than 1,000 members, the current special college does not reflect the party’s broad base,” he said. “A more inclusive and transparent process is necessary to ensure fairness.”

Mr. Agyepong’s proposals come at a critical juncture for the NPP, as the party prepares for its next internal elections.

His call for reforms is expected to spark wide-ranging debate among party stakeholders in the coming weeks.
