Osei Assibey commended for Leadership Roles
The Acting Director-General of the National Service Authority (NSA), Gyamfi Felix, has lauded the outgoing Director-General, Osei Assibey Antwi, for his exceptional leadership, vision, and inclusivity during his tenure.
Speaking during a handing-over ceremony, Gyamfi Felix highlighted the transformative changes brought about under Osei Assibey’s stewardship, noting that his leadership left an indelible mark on the institution.
Encounter
Recalling his first encounter with Osei Assibey, Gyamfi Felix shared a personal anecdote underscoring the latter’s ability to connect with people.
“In 2017, when I was transferred. A lot happened. But something changed in 2021 when Osei Assibey assumed office as the Executive Director of the National Service Scheme. He brought a new sense of direction and inclusion to the Authority,” he stated.
He revealed how Osei Assibey personally invited him to his office in 2022 for a discussion that made him feel valued. “It wasn’t just a meeting; it was a conversation about my skills, my experience, and how I could contribute to the growth of the scheme. That singular act demonstrated his exceptional leadership, foresight, and rare ability to recognise and nurture talent,” he said.
Visionary leader
He further described Osei Assibey as a visionary leader and a go-getter who believes in inclusivity, commending his openness to working with individuals irrespective of their political affiliations.
In response, Osei Assibey Antwi reflected on the significant achievements recorded during his tenure. Among these was the successful transition of the National Service Scheme into the National Service Authority, enabled by the passage of the National Service Act, 2022 (Act 1119).
He described the legislation as a “game-changer” that expanded the Authority’s mandate, improved governance, and aligned its operations with Ghana’s developmental priorities.
Appreciation
Osei Assibey expressed gratitude to Parliament for their swift action in passing the Bill, noting that it has set the NSA on a path to deliver greater impact. He also highlighted the adoption of digital technologies to enhance service delivery, including the Metric App, which streamlined administrative processes such as identity card generation, billing, and Internally Generated Funds (IGF) administration.
He said that the National Service strategic plan (2025—2029) and National Service Policy (2024—2034) are key documents that are very important in running the affairs of the Authority.
The introduction of the Flare Platform, according to the Former Director-General, was another notable achievement.
He stated that the platform connected service personnel with job opportunities, improving their employability and easing their transition into the workforce. This initiative, he explained, addressed youth unemployment and boosted career readiness.
Osei Assibey underscored the Authority’s commitment to service personnel’s welfare, citing the increase in their allowance from GHC555.04 to GHC715.57.
Pedagogy and partnerships
He added that innovative skill development programs focusing on pedagogy, agriculture, and communication were also introduced to enhance their quality of life. “The pedagogy training, implemented in collaboration with T-TEL, NTC, G-TEC, and the Ministry of Education, helped address the teacher deficit in Senior High Schools,” he stated.
Osei Assibey highlighted strong stakeholder collaborations with both local and international organisations.
“Partnerships with entities like Zoomlion Ghana Limited, Agri-Impact Consult Limited (MasterCard), CAMFED Ghana, and the World Food Organisation (WFO) resulted in various youth development initiatives. He noted that 120 National Service Personnel benefited from scholarships to study in Russia through the partnership with Zoomlion,” he recalled.
He further indicated that the Sekyere Kumawu Economic Enclave Project
(SKEEP) also played a pivotal role in training the youth in agriculture, contributing significantly to the National Buffer Stock and the Free Senior High School Policy.
“The aforementioned achievements couldn’t have been done without the support of the Former President, Nana Addo Dankwa Akufo-Addo, the Former Education Minister, Hon. Yaw Osei Adutwum, my Deputies, Gifty Oware-Aboagye and Kwaku Ohene-Gyan, the Governing Board, Management and Staff,” he stated.
He pledged support to Gyamfi Felix and urged the Authority to continue building on the foundation laid, emphasising unity and progress.
A Former National Service Staff Member, Emmanuel Adu, also applauded Osei Assibey, saying, “Whilst others were transferring staff, he worked with Mustapha’s Secretary, Rukiya Musa, until she got admission to study abroad.
He added that the outgoing Director-General was not vindictive at all.
“Osei Assibey didn’t transfer Rukiya but worked with her as secretary. That tells the kind of person he was as the Director-General. For me, he is a man of integrity. Besides, he felt Rukiya should not suffer because there had been a change,” he recalled.
Meanwhile, the National Service Authority is set to officially commission the NSA TV.
