Second Phase of DigSMART For Public Sector Digitalization Drive Launched By Communication Ministry

The second phase of Ghana’s DigSMART Scale Up programme is set to boost digitalization within the public sector. The initiative will train 830 civil servants, fostering a ‘digital first’ culture and aligning with Ghana’s Digital Economy Policy.

The Ministry of Communication and Digitalization (MoCD) in Ghana has embarked on the second phase of the DigSMART Scale Up programme, an ambitious initiative designed to catalyze digital transformation within the public sector. The training programme has enlisted a total of 830 civil servants from diverse sectors, marking a significant increase in enrollment from the first phase.

Boosting Digital Literacy and Technical Skills
The six-month initiative is tailored to bridge the digital divide and foster a ‘digital first’ culture among public workers. It covers a comprehensive range of topics, including Basic Digital Literacy and Advanced Technical Skills. The participants, drawn from various regions, will engage in weekly online training sessions, punctuated with monthly physical sessions to ensure a consistent and thorough transformation process.

A Step Towards Digital Economy
The DigSMART initiative is a pivotal part of the government’s commitment to fast-track digitalization and bolster public service delivery. This move is especially significant in the wake of the COVID-19 pandemic’s impact on the economy. The programme aligns with Ghana’s Digital Economy Policy and Strategy, aiming to optimize government operations through digitalization. The programme is financed through a $1.5 million fund dedicated to building digital skills, culture, and leadership within the public sector across Ghana, Malawi, and Rwanda.

Towards Effective Public Service Delivery
Sector Minister Ursula Owusu-Ekuful underscored the role of DigSMART in enhancing the effectiveness of public sector workers. Meanwhile, the Head of Civil Service, Evans Aggrey-Darkoh, emphasized the indispensability of technological skills for efficient service delivery. The first phase of the programme was lauded as transformative, with the second phase expected to build upon its success. The ministry and its partners, including the Tony Blair Institute of Global Change, have been commended for their inclusive approach, ensuring regional officers are included in the training.
