The constitution is more powerful than the standing orders of parliament – Osei Kyei Mensah Bonsu speaks after Supreme court ruling

The majority leader of parliament(NPP) and MP for Suame Constituency, Hon. Osei Kyei Mensah Bonsu has reacted to the Supreme court ruling on whether or not a deputy speaker can vote on decision making when acting as the speaker.

The Supreme court on Wednesday 9th March 2022 ruled that a deputy Speaker of Parliament can be counted during the formation of a quorum for parliamentary decision-making and participation in voting.

Hon. Kyei Mensah Bonsu speaking with Kwame Appiah Kubi on Kessben FM/TV after the ruling stated that the opposition never had any substantive case because the facts were very clear.

According to the majority leader, under such a circumstance where there are inconsistencies, what the constitutions say is more supreme than the standing orders of parliament.

The Minority however reckons that it is more appropriate to abide by the very agreed standing orders of the house which stipulates that under such circumstances, the speaker’s vote cannot be counted.
